why are my PM messages still in my outbox>

Does the moderator need to review them first or do they just get sent at some periodic interval? just curious.

People aren't reading your messages so they stay undelivered in your Out Box.

Correct. The PM was delivered, but the member has not logged into the forums or has otherwise not read the message.
